A crime study is being launched in Ouachita Parish that would pull several law enforcement agencies and community members together in combatting crime.  Monroe City Council Chairman Ray Armstrong is one of the initiative's coordinators.  He shares on how the study can impact crime in the parish and the goals of the project.
